總公(gong)(gong)(gong)(gong)司(si)把(ba)2010年度施(shi)(shi)工現(xian)場(chang)觀摩會放在(zai)寧(ning)波市東(dong)海中(zhong)學項目(mu)部(bu)和(he)寧(ning)波應家(jia)項目(mu)部(bu)召開(kai),這對(dui)寧(ning)波分(fen)公(gong)(gong)(gong)(gong)司(si)來(lai)說是(shi)(shi)一種極大的鼓勵和(he)鞭(bian)策,為(wei)此(ci),我(wo)代表寧(ning)波分(fen)公(gong)(gong)(gong)(gong)司(si),對(dui)來(lai)參加(jia)觀摩會的全體(ti)領(ling)導、各分(fen)公(gong)(gong)(gong)(gong)司(si)經理(li)(li)(li)和(he)全體(ti)項目(mu)經理(li)(li)(li)表示由衷的感謝和(he)熱(re)烈的歡迎!其實,對(dui)我(wo)本人來(lai)說,近幾年來(lai)寧(ning)波分(fen)公(gong)(gong)(gong)(gong)司(si)的發展并不是(shi)(shi)很滿意,因為(wei)我(wo)們寧(ning)波分(fen)公(gong)(gong)(gong)(gong)司(si)的層次和(he)水準,無(wu)非還(huan)是(shi)(shi)相當(dang)于項目(mu)經理(li)(li)(li)做500萬工程的水平,還(huan)是(shi)(shi)處于利潤盈(ying)虧平衡點交界處,所以作為(wei)分(fen)公(gong)(gong)(gong)(gong)司(si)的管(guan)理(li)(li)(li)者,必須時刻保持清醒(xing)的頭腦,不管(guan)是(shi)(shi)工程質量管(guan)理(li)(li)(li)、安全生產文(wen)明(ming)施(shi)(shi)工管(guan)理(li)(li)(li)、現(xian)場(chang)管(guan)理(li)(li)(li)、經營(ying)工作管(guan)理(li)(li)(li)等都(dou)必須以企(qi)業信譽為(wei)重(zhong),都(dou)應遵循“今天的質量安全就是(shi)(shi)明(ming)天的市場(chang)”,都(dou)應堅持“開(kai)一片市場(chang)、建一方信譽、樹一座豐(feng)碑”的管(guan)理(li)(li)(li)理(li)(li)(li)念。
建(jian)筑施(shi)(shi)(shi)工(gong)(gong)的(de)(de)現場管(guan)(guan)理(li)(li)是一(yi)項(xiang)(xiang)復雜的(de)(de)技術(shu)活(huo)動,具有流動性強、協作(zuo)(zuo)性高、受外界干擾及(ji)自(zi)然因(yin)素影(ying)響大(da)等(deng)特點,同時(shi)受到眾多(duo)的(de)(de)社(she)會主(zhu)體和多(duo)變的(de)(de)自(zi)然因(yin)素、技術(shu)條件(jian)的(de)(de)制約。因(yin)此(ci),如何根據建(jian)筑施(shi)(shi)(shi)工(gong)(gong)的(de)(de)特點,加強施(shi)(shi)(shi)工(gong)(gong)現場管(guan)(guan)理(li)(li),將(jiang)施(shi)(shi)(shi)工(gong)(gong)各要素進行科學、合理(li)(li)地(di)(di)安排,在一(yi)定的(de)(de)時(shi)間和空間內有組織、有計劃、有秩序地(di)(di)開展施(shi)(shi)(shi)工(gong)(gong),實(shi)現工(gong)(gong)程項(xiang)(xiang)目(mu)(mu)快速、優質(zhi)(zhi)、低(di)耗(hao),已成為(wei)每個項(xiang)(xiang)目(mu)(mu)經理(li)(li)普遍關(guan)注(zhu)的(de)(de)焦點。因(yin)此(ci),作(zuo)(zuo)為(wei)公司(si)的(de)(de)管(guan)(guan)理(li)(li)層必須(xu)引導好項(xiang)(xiang)目(mu)(mu)經理(li)(li)如何管(guan)(guan)理(li)(li)好施(shi)(shi)(shi)工(gong)(gong)現場和工(gong)(gong)程質(zhi)(zhi)量,如何通(tong)過(guo)現場管(guan)(guan)理(li)(li)創造更(geng)大(da)的(de)(de)利(li)潤,這是我(wo)分(fen)公司(si)管(guan)(guan)理(li)(li)的(de)(de)新課題。現根據總公司(si)的(de)(de)會議精神,我(wo)跟大(da)家談(tan)(tan)談(tan)(tan)近幾年來分(fen)公司(si)在項(xiang)(xiang)目(mu)(mu)施(shi)(shi)(shi)工(gong)(gong)管(guan)(guan)理(li)(li)上的(de)(de)體會,與大(da)家交(jiao)流:
一、充分的施工準備、合理配置施工資源。
“施工(gong)準(zhun)備(bei)”是(shi)每個(ge)工(gong)程項目(mu)的(de)(de)重要(yao)(yao)階段(duan),一個(ge)工(gong)程項目(mu)從開(kai)始到竣工(gong)需要(yao)(yao)耗用大量材(cai)料,使用許(xu)多機械(xie)設備(bei),組織安排各(ge)(ge)工(gong)種(zhong)人(ren)力,并且涉及廣(guang)泛的(de)(de)社會關系。譬如,與上級各(ge)(ge)部(bu)門的(de)(de)協(xie)調(diao)和(he)周(zhou)邊居民的(de)(de)溝(gou)通(tong)等,而且還要(yao)(yao)處(chu)理各(ge)(ge)種(zhong)復雜的(de)(de)技術問題(ti)、協(xie)調(diao)各(ge)(ge)種(zhong)關系,因而需要(yao)(yao)通(tong)過(guo)統籌安排和(he)周(zhou)密準(zhun)備(bei),才(cai)能(neng)(neng)使工(gong)程順利開(kai)工(gong),開(kai)工(gong)后就(jiu)能(neng)(neng)順利施工(gong)且能(neng)(neng)得(de)到各(ge)(ge)方面條件的(de)(de)保(bao)證。只(zhi)有認真做(zuo)好(hao)施工(gong)準(zhun)備(bei)工(gong)作,才(cai)能(neng)(neng)取得(de)業(ye)主良好(hao)的(de)(de)第一印象。
1、組建一流的項目施工人員。
要(yao)想管(guan)好(hao)一個(ge)施(shi)工現(xian)場(chang)(chang),前提(ti)是(shi)必須有個(ge)好(hao)的(de)(de)項目管(guan)理班(ban)子;要(yao)想建造精品工程,前提(ti)是(shi)必須有一支素質(zhi)和(he)技術過(guo)硬的(de)(de)班(ban)組。所以(yi),項目一開始的(de)(de)選用是(shi)非(fei)常重要(yao)的(de)(de)。現(xian)場(chang)(chang)項目部要(yao)根(gen)(gen)據項目的(de)(de)大小,配(pei)備施(shi)工員(yuan)(yuan)(yuan)、安(an)全(quan)員(yuan)(yuan)(yuan)、質(zhi)量員(yuan)(yuan)(yuan)、材料員(yuan)(yuan)(yuan)、資料員(yuan)(yuan)(yuan)等管(guan)理人員(yuan)(yuan)(yuan),并(bing)根(gen)(gen)據實(shi)際情況配(pei)備后勤人員(yuan)(yuan)(yuan)。選用的(de)(de)人員(yuan)(yuan)(yuan)最(zui)(zui)好(hao)能(neng)(neng)(neng)一專多(duo)能(neng)(neng)(neng),最(zui)(zui)大限度發揮管(guan)理人員(yuan)(yuan)(yuan)才能(neng)(neng)(neng)。如項目不(bu)大,也可以(yi)考慮一人兼(jian)二職,如資料員(yuan)(yuan)(yuan)可以(yi)兼(jian)送、取樣(yang)(yang)員(yuan)(yuan)(yuan),這樣(yang)(yang)施(shi)工原(yuan)材料和(he)現(xian)場(chang)(chang)的(de)(de)混凝(ning)土試塊的(de)(de)資料,可以(yi)及(ji)時(shi)(shi)進行(xing)整理;機管(guan)員(yuan)(yuan)(yuan)可以(yi)由現(xian)場(chang)(chang)電工、機修工擔任,他們對現(xian)場(chang)(chang)機械的(de)(de)性能(neng)(neng)(neng)和(he)使用情況更(geng)能(neng)(neng)(neng)及(ji)時(shi)(shi)掌握和(he)了解;安(an)全(quan)員(yuan)(yuan)(yuan)可以(yi)兼(jian)做安(an)全(quan)資料員(yuan)(yuan)(yuan),因為安(an)全(quan)員(yuan)(yuan)(yuan)更(geng)加熟悉安(an)全(quan)生產的(de)(de)各種規范(fan),并(bing)能(neng)(neng)(neng)根(gen)(gen)據現(xian)場(chang)(chang)檢查的(de)(de)情況及(ji)時(shi)(shi)進行(xing)記(ji)錄,發現(xian)隱(yin)患能(neng)(neng)(neng)及(ji)時(shi)(shi)進行(xing)整改。
選(xuan)擇(ze)一(yi)個(ge)好的(de)班(ban)組(zu),是做好一(yi)個(ge)項目的(de)關鍵(jian),目前的(de)建筑(zhu)市場,建筑(zhu)工人(ren)大多數都來(lai)自全國各地的(de)打工者(zhe),這些人(ren)素質參差(cha)不齊(qi),班(ban)組(zu)之(zhi)間(jian)協調(diao)能力差(cha),很容(rong)易發生(sheng)沖突(tu),影響(xiang)整個(ge)工程項目的(de)進行,所以(yi)在選(xuan)擇(ze)班(ban)組(zu)上盡量選(xuan)擇(ze)以(yi)前合作過的(de)班(ban)組(zu),這些以(yi)前合作過的(de)班(ban)組(zu)之(zhi)間(jian)溝(gou)通(tong)起來(lai)比較(jiao)容(rong)易。
后勤(qin)工作在(zai)項(xiang)目現(xian)場來說也很重要,要免去工人的(de)“后顧之(zhi)憂(you)”就需要一(yi)個好的(de)后勤(qin)組。建筑工人常年在(zai)外以(yi)工地為家,非常辛苦,搞好他(ta)們的(de)后勤(qin)工作,讓工人在(zai)干活后能有(you)一(yi)個舒適的(de)環境和后勤(qin)保(bao)障。后勤(qin)工作人員的(de)服務尤為重要,因此,需選(xuan)擇一(yi)個有(you)愛心、有(you)良好素質的(de)后勤(qin)工作組也是項(xiang)目開工之(zhi)時的(de)一(yi)個重要方面。
2、做好施工物資準備,根據計劃合理儲備材料。
物(wu)資的(de)充(chong)分(fen)準備是一個(ge)工(gong)程(cheng)項目施工(gong)形象進(jin)(jin)度的(de)基本保證(zheng),按計劃(hua)和工(gong)序要求、時(shi)間(jian)進(jin)(jin)場(chang),在施工(gong)現(xian)(xian)場(chang)指定地點,按規定方式進(jin)(jin)行儲存或堆放,以滿(man)足施工(gong)現(xian)(xian)場(chang)文明(ming)施工(gong)需要和施工(gong)現(xian)(xian)場(chang)管理(li)需要。
在項目開工(gong)準(zhun)備時(shi),就要依(yi)據工(gong)程形(xing)象進(jin)度和施(shi)工(gong)物資(zi)需(xu)量,分別落(luo)實貨源(yuan)、廠家以滿足開工(gong)之后的施(shi)工(gong)生(sheng)產需(xu)要。
施工(gong)前(qian)的物資(zi)準備工(gong)作(zuo)要根據(ju)預(yu)算用量、施工(gong)方法(fa)和施工(gong)進(jin)(jin)度(du)計劃(hua)來(lai)(lai)確(que)定物資(zi)需用量和進(jin)(jin)入施工(gong)現(xian)場時間,依據(ju)物資(zi)需用量和進(jin)(jin)場批(pi)量時間來(lai)(lai)確(que)定供貨廠家,有計劃(hua)地簽訂供貨合(he)同。
3、合理配備施工機械。
在目前施(shi)工中,對機(ji)械的使用和合理選(xuan)擇,確實能使施(shi)工有效降低成本、提高質量(liang)、保證進(jin)度,這是當前建設發展的主流。在施(shi)工過程中,要保持機(ji)械組(zu)合的相對穩定,根據工程的規模,確定大型機(ji)械的使用量(liang)。根據現場條件(jian),合理布(bu)置機(ji)械的位(wei)置。
在(zai)收到施工(gong)圖的(de)時候,項目部應組織有關技術人(ren)員,到現場進(jin)行勘(kan)察,根據建筑房屋的(de)位置(zhi),首(shou)先確定大型機(ji)(ji)械的(de)位置(zhi),如塔吊、人(ren)貨(huo)電梯等的(de)位置(zhi)。另外根據現場的(de)實際(ji)情況,確定鋼(gang)管加工(gong)機(ji)(ji)械和木工(gong)操(cao)作(zuo)機(ji)(ji)械的(de)位置(zhi),盡量在(zai)塔吊回(hui)轉半徑的(de)范圍內,以減(jian)少兩(liang)次(ci)搬運。
二、以安全為重點,規范現場,安全第一。
安(an)全是(shi)每個(ge)施工項(xiang)目管(guan)理(li)的(de)重(zhong)中(zhong)之重(zhong),施工現(xian)(xian)場(chang)的(de)安(an)全更是(shi)現(xian)(xian)場(chang)項(xiang)目部的(de)第一個(ge)管(guan)理(li)目標,項(xiang)目部要確定(ding)“以安(an)全管(guan)理(li)為重(zhong)點,規范現(xian)(xian)場(chang)管(guan)理(li)”的(de)管(guan)理(li)思路,把安(an)全工作放(fang)在各項(xiang)管(guan)理(li)工作的(de)重(zhong)中(zhong)之重(zhong),切實做到安(an)全第一,預防為主。
1、齊抓共管,全面落實安全生產責任制。
項目(mu)部在(zai)開工時,就(jiu)要根(gen)據本公司(si)的(de)管(guan)理體系,建(jian)立(li)健(jian)全(quan)(quan)項目(mu)部安(an)(an)全(quan)(quan)生(sheng)產(chan)保證體系,明確每個(ge)人(ren)的(de)安(an)(an)全(quan)(quan)生(sheng)產(chan)責(ze)任(ren)(ren)制(zhi)(zhi),健(jian)全(quan)(quan)各項安(an)(an)全(quan)(quan)生(sheng)產(chan)管(guan)理制(zhi)(zhi)度(du)、教育制(zhi)(zhi)度(du)、檢(jian)查制(zhi)(zhi)度(du)、獎罰制(zhi)(zhi)度(du),狠抓(zhua)安(an)(an)全(quan)(quan)責(ze)任(ren)(ren)制(zhi)(zhi)的(de)落實,從(cong)項目(mu)經(jing)理到普(pu)通職工,安(an)(an)全(quan)(quan)“個(ge)個(ge)有責(ze)任(ren)(ren)、人(ren)人(ren)有指標”,要形成安(an)(an)全(quan)(quan)工作(zuo)齊抓(zhua)共管(guan)的(de)局(ju)面。
其次(ci),要(yao)(yao)根據工程規(gui)模和(he)特點,配備足夠的(de)(de)有充分管(guan)理經驗的(de)(de)專職(zhi)安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)管(guan)理人員(yuan)(yuan)。要(yao)(yao)加(jia)強安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)員(yuan)(yuan)安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)知識的(de)(de)培訓、教育工作,從重要(yao)(yao)崗位人員(yuan)(yuan)的(de)(de)安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)學習到全(quan)(quan)(quan)(quan)(quan)(quan)(quan)員(yuan)(yuan)職(zhi)工的(de)(de)三級安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)教育、班前安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)技術(shu)交(jiao)底(di)都要(yao)(yao)按部(bu)就班的(de)(de)進(jin)行。項目(mu)經理牽頭組織全(quan)(quan)(quan)(quan)(quan)(quan)(quan)體職(zhi)能人員(yuan)(yuan)經常(chang)進(jin)行施(shi)工現(xian)場安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)大檢查,對檢查中發現(xian)的(de)(de)問(wen)題要(yao)(yao)立即整改,安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)員(yuan)(yuan)更是要(yao)(yao)時(shi)時(shi)處(chu)處(chu)講(jiang)(jiang)安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)、時(shi)時(shi)處(chu)處(chu)盯(ding)安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)、時(shi)時(shi)處(chu)處(chu)改安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)。在施(shi)工現(xian)場要(yao)(yao)張(zhang)掛各種安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)警示牌,安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)操作規(gui)程和(he)安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)標(biao)語,要(yao)(yao)形成“人人知安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)、個個講(jiang)(jiang)安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)”的(de)(de)良好氛圍。
2、防患未然,制訂專項安全生產保障措施。
每個項(xiang)目(mu)都有其不同的(de)(de)特(te)點,項(xiang)目(mu)部應根(gen)據工(gong)(gong)程(cheng)的(de)(de)特(te)點,編制(zhi)詳細(xi)的(de)(de)安(an)(an)全管理方案,結合(he)所在項(xiang)目(mu)部的(de)(de)實際(ji)情況,對重大危險源辨識(shi),列出危險源清單,并制(zhi)訂相應的(de)(de)安(an)(an)全生產保(bao)障措施,編制(zhi)安(an)(an)全生產事故應急救援預案,防患(huan)于未然。對深基坑支護、塔吊、人貨(huo)電梯、井字架、模板、洞口臨邊及臨時用電等要編制(zhi)專項(xiang)安(an)(an)全施工(gong)(gong)方案,做到安(an)(an)全管理有的(de)(de)放矢。
在實(shi)際工作(zuo)中(zhong)(zhong),我們會經常(chang)發現項目部在施(shi)(shi)(shi)工方案(an)的安(an)全(quan)技術(shu)(shu)措施(shi)(shi)(shi)編(bian)制方面,針對(dui)(dui)性不強,內容千篇一律,各種規章(zhang)制度列了(le)許多,可是(shi)如何保證規章(zhang)制度得以遵(zun)守,對(dui)(dui)于項目中(zhong)(zhong)的關鍵點、難(nan)點采取怎樣的安(an)全(quan)技術(shu)(shu)措施(shi)(shi)(shi)和(he)方案(an)卻(que)沒有(you)體現或者非常(chang)簡單,如果按(an)這種安(an)全(quan)技術(shu)(shu)措施(shi)(shi)(shi)和(he)方案(an)進行準備和(he)施(shi)(shi)(shi)工,難(nan)以保證施(shi)(shi)(shi)工中(zhong)(zhong)的安(an)全(quan)。
為了確保(bao)(bao)施(shi)(shi)(shi)(shi)工(gong)班組在施(shi)(shi)(shi)(shi)工(gong)中(zhong)采取正確、有(you)效的(de)(de)(de)安(an)全(quan)措(cuo)(cuo)施(shi)(shi)(shi)(shi),作(zuo)為項(xiang)(xiang)(xiang)目(mu)經(jing)理(li)和(he)安(an)全(quan)員(yuan)應(ying)組織項(xiang)(xiang)(xiang)目(mu)部的(de)(de)(de)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)人(ren)員(yuan)進行詳細(xi)(xi)的(de)(de)(de)施(shi)(shi)(shi)(shi)工(gong)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)交底和(he)現(xian)場調查。一方(fang)面通過對(dui)(dui)設(she)計(ji)圖紙、技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)資(zi)料(liao)的(de)(de)(de)詳細(xi)(xi)交待(dai),充(chong)分(fen)了解項(xiang)(xiang)(xiang)目(mu)施(shi)(shi)(shi)(shi)工(gong)的(de)(de)(de)整體狀況和(he)難點、重點;另一方(fang)面帶領施(shi)(shi)(shi)(shi)工(gong)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)安(an)全(quan)責(ze)任人(ren)員(yuan)到(dao)施(shi)(shi)(shi)(shi)工(gong)現(xian)場進行實(shi)(shi)地勘(kan)察。了解施(shi)(shi)(shi)(shi)工(gong)場所的(de)(de)(de)環(huan)境、施(shi)(shi)(shi)(shi)工(gong)條件、施(shi)(shi)(shi)(shi)工(gong)區(qu)域(yu)的(de)(de)(de)危險因素(su)等等。在此(ci)基礎(chu)上(shang),針對(dui)(dui)施(shi)(shi)(shi)(shi)工(gong)的(de)(de)(de)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)要(yao)求(qiu)、安(an)全(quan)要(yao)求(qiu)、現(xian)場條件編(bian)制(zhi)切實(shi)(shi)可(ke)行的(de)(de)(de)安(an)全(quan)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)措(cuo)(cuo)施(shi)(shi)(shi)(shi)和(he)方(fang)案,然(ran)后再(zai)對(dui)(dui)安(an)全(quan)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)措(cuo)(cuo)施(shi)(shi)(shi)(shi)進行審查,保(bao)(bao)證其有(you)效性(xing)和(he)合理(li)性(xing)。一個合理(li)、有(you)效的(de)(de)(de)施(shi)(shi)(shi)(shi)工(gong)安(an)全(quan)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)措(cuo)(cuo)施(shi)(shi)(shi)(shi),并能(neng)夠在項(xiang)(xiang)(xiang)目(mu)施(shi)(shi)(shi)(shi)工(gong)過程中(zhong)得(de)到(dao)認真的(de)(de)(de)執(zhi)行是項(xiang)(xiang)(xiang)目(mu)得(de)以順利實(shi)(shi)施(shi)(shi)(shi)(shi)的(de)(de)(de)良好保(bao)(bao)障。
3、加強檢查,發現隱患及時處理。
在整個項(xiang)目施(shi)工過程中開(kai)展經(jing)常性的安全檢查是項(xiang)目安全管(guan)理工作(zuo)的重(zhong)要(yao)環節,它能夠及時(shi)發現(xian)施(shi)工中的隱患(huan),及時(shi)發現(xian)不文明的行為,及時(shi)糾正違章作(zuo)業并及時(shi)對工人進行教育。
三、以質量為中心,創建精品。
施工項(xiang)目的(de)現場(chang)質(zhi)量管理(li)是一(yi)個系統工程(cheng),涉及項(xiang)目管理(li)的(de)各層次和施工現場(chang)的(de)每一(yi)個操作工人,再(zai)加上建筑(zhu)產(chan)品(pin)的(de)生(sheng)產(chan)周期長、外界影響(xiang)因素多等特點,決定了質(zhi)量管理(li)的(de)難度。
施工(gong)(gong)(gong)現(xian)場(chang)的(de)(de)質(zhi)(zhi)量管理方面(mian)要(yao)始(shi)終(zhong)注(zhu)重“過(guo)(guo)程(cheng)(cheng)(cheng)控制”和“細部處理”。一個工(gong)(gong)(gong)程(cheng)(cheng)(cheng)項目(mu)的(de)(de)實施過(guo)(guo)程(cheng)(cheng)(cheng)、工(gong)(gong)(gong)序繁(fan)雜(za)、材(cai)料眾多,只有從源頭(tou)上(shang)控制材(cai)料質(zhi)(zhi)量、從工(gong)(gong)(gong)序上(shang)創建工(gong)(gong)(gong)程(cheng)(cheng)(cheng)精品,狠抓細部,按照“策劃先行(xing)(xing),過(guo)(guo)程(cheng)(cheng)(cheng)跟蹤,達標驗收,獎優罰劣”的(de)(de)管理思路進行(xing)(xing)全過(guo)(guo)程(cheng)(cheng)(cheng)質(zhi)(zhi)量管理,才能實現(xian)一流(liu)的(de)(de)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)質(zhi)(zhi)量的(de)(de)目(mu)標,最終(zhong)建成(cheng)精品工(gong)(gong)(gong)程(cheng)(cheng)(cheng)。
1、建立健全項目質量保證體系,加強技術指導工作。
根據公司的質(zhi)(zhi)量(liang)管理(li)體(ti)系(xi),建立健(jian)全項目(mu)(mu)質(zhi)(zhi)量(liang)保證體(ti)系(xi),確保質(zhi)(zhi)量(liang)目(mu)(mu)標(biao),進行目(mu)(mu)標(biao)量(liang)化分(fen)解(jie),形成全員質(zhi)(zhi)量(liang)管理(li)體(ti)系(xi)。
項(xiang)目(mu)在開工時(shi),要讓(rang)全體員工樹立“百年大(da)計,質(zhi)(zhi)量(liang)(liang)第一”的意識,明確質(zhi)(zhi)量(liang)(liang)終身責(ze)任(ren)制(zhi)的義(yi)務,使工程質(zhi)(zhi)量(liang)(liang)責(ze)任(ren)到(dao)人(ren),并制(zhi)定詳細的質(zhi)(zhi)量(liang)(liang)管(guan)理(li)過(guo)程獎罰(fa)措施。施工過(guo)程中,要加強技(ji)術(shu)指導工作,策劃先行,使每道(dao)工序(xu)都要做(zuo)到(dao)有方案、有措施、有交底,明確標(biao)準,明確要求。
項目(mu)部技(ji)術、質量負責(ze)人(ren)要(yao)(yao)根據(ju)工程(cheng)總的(de)質量目(mu)標,編制切(qie)實可行的(de)施(shi)工組織設計和分(fen)部分(fen)項工程(cheng)施(shi)工方案,施(shi)工人(ren)員要(yao)(yao)對工人(ren)進行詳細的(de)操作技(ji)術交底,對施(shi)工班組要(yao)(yao)進行指導。特別是對后期裝飾階段的(de)分(fen)部分(fen)項工程(cheng)更(geng)要(yao)(yao)進行詳細的(de)策劃,力求質量可靠(kao)、觀感美(mei)觀。
2、把好原材料和半成品的質量關,加強過程控制。
對(dui)(dui)所有采購的(de)材料,要(yao)檢(jian)(jian)查(cha)其外觀(guan)、品質(zhi),檢(jian)(jian)查(cha)廠家(jia)企(qi)業資質(zhi)、出廠合(he)格證、檢(jian)(jian)驗報告,按規定做好原材料的(de)檢(jian)(jian)驗和試驗工(gong)作,并(bing)對(dui)(dui)進場材料做好標(biao)識,防(fang)止(zhi)不合(he)格材料混入工(gong)程施(shi)工(gong)中(zhong)。
加強(qiang)過程(cheng)控(kong)制(zhi),嚴格檢(jian)(jian)驗(yan)(yan)批班(ban)組自檢(jian)(jian)、專職(zhi)質量員檢(jian)(jian)、監(jian)理(li)工(gong)(gong)程(cheng)師(shi)檢(jian)(jian)的(de)“三(san)檢(jian)(jian)”制(zhi)度(du)和(he)工(gong)(gong)序(xu)交接檢(jian)(jian)查(cha)制(zhi)度(du)、隱蔽工(gong)(gong)程(cheng)驗(yan)(yan)收制(zhi)度(du)。上(shang)道(dao)工(gong)(gong)序(xu)不合格,堅決不允許(xu)下道(dao)工(gong)(gong)序(xu)的(de)施(shi)工(gong)(gong)。技術資料(liao)、保(bao)證資料(liao)等一定(ding)要(yao)按照規范(fan)要(yao)求(qiu)同(tong)步形成,需強(qiang)調的(de)是檢(jian)(jian)驗(yan)(yan)批的(de)劃分一定(ding)要(yao)滿足規范(fan)要(yao)求(qiu),資料(liao)上(shang)各負責人的(de)簽(qian)字一定(ding)要(yao)本(ben)人署名,要(yao)牢固(gu)樹立“過程(cheng)精(jing)(jing)品(pin)”的(de)理(li)念,把每道(dao)工(gong)(gong)序(xu)都要(yao)建成精(jing)(jing)品(pin)。
3、注重細部處理和成品保護。
細部(bu)(bu)處理(li)和(he)成品保(bao)護(hu)是最終(zhong)保(bao)證(zheng)質量(liang)的(de)(de)關鍵。所謂“細部(bu)(bu)處理(li)”一般是指(zhi)大面(mian)積施工以外(wai)(wai)(wai)的(de)(de)細小部(bu)(bu)位(wei),各分項工程(cheng)接合部(bu)(bu)、不同材(cai)料、不同做法(fa)的(de)(de)交接處。這些部(bu)(bu)位(wei)的(de)(de)質量(liang)在規范和(he)標(biao)準中(zhong)難(nan)以用定(ding)量(liang)的(de)(de)方法(fa)進行描述,大部(bu)(bu)分沒有具體規定(ding)。譬如,鮑家220KV變電所的(de)(de)外(wai)(wai)(wai)墻(qiang)散水,在離墻(qiang)60cm外(wai)(wai)(wai)又增做一條明(ming)溝等,對整個工程(cheng)觀感起到畫龍點睛的(de)(de)效果。
抓(zhua)好(hao)細(xi)(xi)部(bu)處(chu)(chu)理(li)。一(yi)(yi)是(shi)(shi)要(yao)(yao)抓(zhua)好(hao)預防(fang)、防(fang)控,即把問題放在矛盾前(qian)解決。例如:支模的(de)(de)模板腳(jiao)處(chu)(chu)理(li);梁、柱的(de)(de)陰陽角處(chu)(chu)理(li);高低差門口(kou)相交處(chu)(chu)的(de)(de)處(chu)(chu)理(li);屋面(mian)(mian)防(fang)水卷材(cai)收(shou)口(kou)處(chu)(chu)理(li);不同裝飾面(mian)(mian)層的(de)(de)接(jie)茬處(chu)(chu)理(li)等問題,這些細(xi)(xi)部(bu)其實也是(shi)(shi)工程(cheng)質(zhi)量的(de)(de)關鍵處(chu)(chu),處(chu)(chu)理(li)好(hao)了,工程(cheng)質(zhi)量觀(guan)感效果就有(you)了保證。二是(shi)(shi)要(yao)(yao)統(tong)一(yi)(yi)標準、統(tong)一(yi)(yi)做法,即在一(yi)(yi)個單位工程(cheng)的(de)(de)不同部(bu)位相同的(de)(de)做法要(yao)(yao)一(yi)(yi)致(zhi)。三是(shi)(shi)要(yao)(yao)精工細(xi)(xi)作或(huo)精雕(diao)細(xi)(xi)鑿。俗話說“編筐織籮(luo)全在收(shou)口(kou)”,最后的(de)(de)交活工序(xu)既(ji)要(yao)(yao)保證本工序(xu)質(zhi)量,又要(yao)(yao)彌(mi)補(bu)前(qian)面(mian)(mian)工序(xu)的(de)(de)不足或(huo)缺(que)陷,起到“收(shou)口(kou)”的(de)(de)作用。
成(cheng)品保(bao)護在(zai)工程裝(zhuang)飾、裝(zhuang)修(xiu)(xiu)施工階段尤為重(zhong)要(yao),要(yao)在(zai)一開(kai)始(shi)就要(yao)做好有利于(yu)成(cheng)品保(bao)護的交叉作(zuo)業(ye)安排,防止(zhi)相互(hu)破壞或污染,減(jian)少翻修(xiu)(xiu)或返工的損失,確(que)保(bao)工程質量目標的實現(xian)。
四、以科學為基礎,統籌安排,確保工程質量。
工(gong)(gong)(gong)(gong)程(cheng)進(jin)度是合同正常履(lv)行的一(yi)項(xiang)重要指標,而且合理安排(pai)(pai)工(gong)(gong)(gong)(gong)期(qi)對工(gong)(gong)(gong)(gong)程(cheng)施(shi)工(gong)(gong)(gong)(gong)質(zhi)量、施(shi)工(gong)(gong)(gong)(gong)安全、施(shi)工(gong)(gong)(gong)(gong)形象、施(shi)工(gong)(gong)(gong)(gong)成本(ben)都(dou)有一(yi)定的關系,為(wei)此一(yi)定要做到(dao)科(ke)學組(zu)織、統籌安排(pai)(pai),確保工(gong)(gong)(gong)(gong)程(cheng)進(jin)度。
1、科學編制工程施工進度計劃,加強計劃的落實。
項目(mu)一開工(gong)(gong)(gong)(gong),項目(mu)部(bu)要(yao)根據合(he)同(tong)工(gong)(gong)(gong)(gong)期和實際施(shi)工(gong)(gong)(gong)(gong)的程序,確定平(ping)行施(shi)工(gong)(gong)(gong)(gong)、依次(ci)(ci)施(shi)工(gong)(gong)(gong)(gong)、分(fen)段(duan)流水(shui)施(shi)工(gong)(gong)(gong)(gong)方案,編(bian)(bian)制工(gong)(gong)(gong)(gong)程施(shi)工(gong)(gong)(gong)(gong)進度(du)(du)(du)的總體(ti)網絡圖,確定影響施(shi)工(gong)(gong)(gong)(gong)進度(du)(du)(du)的關(guan)(guan)鍵(jian)因素,找準關(guan)(guan)鍵(jian)線(xian)路,在總進度(du)(du)(du)計(ji)劃(hua)(hua)基礎上編(bian)(bian)制里程碑或分(fen)部(bu)進度(du)(du)(du)計(ji)劃(hua)(hua)。如(ru):基礎部(bu)分(fen)、主(zhu)體(ti)封頂、全(quan)面裝飾階段(duan)等節(jie)點(dian)上的計(ji)劃(hua)(hua)時(shi)間(jian)。在實際施(shi)工(gong)(gong)(gong)(gong)中,最好(hao)每(mei)月(yue)應編(bian)(bian)制月(yue)進度(du)(du)(du)計(ji)劃(hua)(hua),每(mei)周編(bian)(bian)制周進度(du)(du)(du)計(ji)劃(hua)(hua),在掃(sao)(sao)尾階段(duan)甚至要(yao)細化到每(mei)一天(tian)的工(gong)(gong)(gong)(gong)作(zuo)情況計(ji)劃(hua)(hua)。如(ru)進度(du)(du)(du)滯后(hou)(hou),要(yao)及時(shi)分(fen)析原(yuan)因,采取補救(jiu)措施(shi)。因此,作(zuo)為(wei)項目(mu)經(jing)理在掃(sao)(sao)尾階段(duan)必(bi)須每(mei)天(tian)在工(gong)(gong)(gong)(gong)地現(xian)場,做到掃(sao)(sao)尾后(hou)(hou)一次(ci)(ci)性成型(xing),根據工(gong)(gong)(gong)(gong)程特點(dian),層層落實、層層清理。
2、充分(fen)履行總包(bao)職能(neng)(neng),加強溝通和協(xie)調。根(gen)據(ju)目前施工(gong)的(de)情況,對一些造(zao)價(jia)較大的(de)工(gong)程(cheng)(cheng)(cheng),往往由業主指定分(fen)包(bao)項(xiang)目較多,例如:幕墻工(gong)程(cheng)(cheng)(cheng)、電梯工(gong)程(cheng)(cheng)(cheng)、消防及智能(neng)(neng)化弱電工(gong)程(cheng)(cheng)(cheng)等。所以項(xiang)目經理必須與分(fen)包(bao)單(dan)位(wei)和業主單(dan)位(wei)加強溝通,對分(fen)包(bao)工(gong)程(cheng)(cheng)(cheng)的(de)質(zhi)量應及時驗(yan)收(shou),不能(neng)(neng)因驗(yan)收(shou)而耽(dan)誤整(zheng)個工(gong)程(cheng)(cheng)(cheng)進度。
五、以成本為核心,降低消耗,增加項目利潤。
成(cheng)本管理(li)是(shi)施工項(xiang)目管理(li)中的核心內容,是(shi)增加項(xiang)目利潤、擴大資金積累的主要途(tu)徑,追求效益最(zui)大化(hua)是(shi)施工現(xian)場管理(li)的永恒(heng)課(ke)題(ti)。
1、明確責任,綜合管理。
在成(cheng)(cheng)本(ben)(ben)管理方面,現場管理人(ren)(ren)員(yuan)應實(shi)行(xing)歸口管理,管好項目(mu)控(kong)(kong)(kong)制(zhi)(zhi)、降(jiang)低消耗、提(ti)高功效,并(bing)根(gen)(gen)據成(cheng)(cheng)本(ben)(ben)管理的(de)目(mu)標(biao)與(yu)(yu)班組(zu)簽訂勞務合(he)同,明確責任與(yu)(yu)目(mu)標(biao),根(gen)(gen)據施工項目(mu)的(de)實(shi)際情況,編制(zhi)(zhi)降(jiang)低成(cheng)(cheng)本(ben)(ben)的(de)技術(shu)組(zu)織措施,深入挖(wa)掘各分(fen)(fen)項工程中(zhong)存(cun)在的(de)降(jiang)低成(cheng)(cheng)本(ben)(ben)和利(li)潤點。作為(wei)項目(mu)經理,要(yao)在充分(fen)(fen)分(fen)(fen)析(xi)施工合(he)同和投標(biao)報(bao)價的(de)基礎上(shang),建立項目(mu)部(bu)成(cheng)(cheng)本(ben)(ben)控(kong)(kong)(kong)制(zhi)(zhi)體(ti)系,確定成(cheng)(cheng)本(ben)(ben)控(kong)(kong)(kong)制(zhi)(zhi)目(mu)標(biao)、編制(zhi)(zhi)成(cheng)(cheng)本(ben)(ben)控(kong)(kong)(kong)制(zhi)(zhi)計劃,并(bing)把(ba)成(cheng)(cheng)本(ben)(ben)控(kong)(kong)(kong)制(zhi)(zhi)目(mu)標(biao)進行(xing)量化分(fen)(fen)解,制(zhi)(zhi)訂切實(shi)可行(xing)的(de)控(kong)(kong)(kong)制(zhi)(zhi)措施。使成(cheng)(cheng)本(ben)(ben)控(kong)(kong)(kong)制(zhi)(zhi)人(ren)(ren)人(ren)(ren)有指標(biao),形成(cheng)(cheng)成(cheng)(cheng)本(ben)(ben)控(kong)(kong)(kong)制(zhi)(zhi)全員(yuan)、全過程參與(yu)(yu)的(de)責、權、利(li)相(xiang)結合(he)的(de)局面。
2、先算后干,控制成本。
(1)、項目(mu)經理應(ying)熟(shu)悉(xi)項目(mu)的(de)(de)(de)招(zhao)投標文(wen)件、施(shi)(shi)工(gong)(gong)合(he)(he)同和工(gong)(gong)程(cheng)清單中的(de)(de)(de)報價表(biao),在開工(gong)(gong)前便進行綜(zong)合(he)(he)分(fen)析單價,要明確幾(ji)個子目(mu)是(shi)暫定價、幾(ji)個子目(mu)在投標報價時(shi)是(shi)單價比較低,然后進行詳細分(fen)解,分(fen)解得(de)越細對(dui)施(shi)(shi)工(gong)(gong)時(shi)越有好處,自己(ji)心里越有底(di)。使自己(ji)做到心中有數(shu),先(xian)算后干,制定相(xiang)應(ying)的(de)(de)(de)對(dui)策(ce)、制定合(he)(he)理的(de)(de)(de)經濟(ji)施(shi)(shi)工(gong)(gong)方案,以達到縮短(duan)工(gong)(gong)期(qi)、提(ti)高質量、降(jiang)低成本(ben)的(de)(de)(de)目(mu)的(de)(de)(de);其次,在施(shi)(shi)工(gong)(gong)過(guo)程(cheng)中努力(li)尋求各種(zhong)降(jiang)低消耗、提(ti)高工(gong)(gong)效的(de)(de)(de)新工(gong)(gong)藝、新技術(shu)、新材料等降(jiang)低成本(ben)的(de)(de)(de)技術(shu)措(cuo)施(shi)(shi),牢固樹立“安(an)全就是(shi)效益”的(de)(de)(de)理念。
(2)、分項管理,節約成本。
第一、人工費控制管理。選擇班組進行比較,并且要慎重通過招標形式決定。在簽訂班組合同時,對價格確定應進行全方位考慮,嚴格控制合同外計時用工,零星用工應當天發生當天簽證;
第二:材(cai)(cai)料(liao)費控制(zhi)管理(li)。主要(yao)是控制(zhi)材(cai)(cai)料(liao)的(de)采購(gou)、運(yun)輸(shu)、收發(fa)、保管等方面的(de)工作(zuo),減少各個環節(jie)的(de)損(sun)耗,節(jie)約采購(gou)費用,合理(li)堆(dui)置現場(chang)材(cai)(cai)料(liao),避免和減少二次(ci)搬運(yun),加強材(cai)(cai)料(liao)的(de)過程控制(zhi),嚴格(ge)材(cai)(cai)料(liao)進場(chang)驗收。根據(ju)現行工程量消耗定額,結合項目(mu)實際,精確測(ce)算出各工序的(de)材(cai)(cai)料(liao)消耗系數,如(ru):鋼(gang)管含量等。
(3)、對租賃的周轉材料和機械費用的控制管理。
在(zai)周轉(zhuan)材(cai)料方面,應(ying)學會測算,特(te)別(bie)是外腳手架、鋼(gang)(gang)管應(ying)作出兩個方案(an)優化(hua)比較(jiao)。如:采(cai)用部分(fen)(fen)購置(zhi)(zhi)、部分(fen)(fen)租(zu)賃的(de)(de)(de)成本(ben)(ben)低還是全部租(zu)賃的(de)(de)(de)成本(ben)(ben)低等,通過(guo)比較(jiao)后,選(xuan)擇(ze)方案(an)。對于機(ji)(ji)械配置(zhi)(zhi),一定要根據現場實際情況(kuang)合(he)理、正確地選(xuan)擇(ze),特(te)別(bie)是塔吊的(de)(de)(de)布置(zhi)(zhi),盡量把鋼(gang)(gang)筋加(jia)工(gong)場和木(mu)工(gong)加(jia)工(gong)棚布置(zhi)(zhi)在(zai)回轉(zhuan)半(ban)徑內,以利于提(ti)高機(ji)(ji)械使用效率,從而加(jia)快施工(gong)進度,增加(jia)機(ji)(ji)械的(de)(de)(de)利用率,達到降(jiang)低成本(ben)(ben)的(de)(de)(de)目的(de)(de)(de)。
(4)、動態控制,分析成本。
項目經理(li)應定(ding)期定(ding)階段(duan)進(jin)行成(cheng)本分(fen)析,根據(ju)清單報價的綜(zong)合單價,對每道工序施(shi)工完后(hou)都要進(jin)行成(cheng)本分(fen)析,明確贏(ying)利(li)多少、虧損多少,找出虧損的原因,制訂補救和(he)改(gai)進(jin)措施(shi)。
成本(ben)分析既要(yao)貫(guan)穿施(shi)(shi)工的(de)全過程,服務于成本(ben)形成的(de)過程,又(you)要(yao)在竣工后進(jin)行整體分析,找出成本(ben)升降的(de)原因,作為成本(ben)管(guan)理(li)效果的(de)判斷,總結項(xiang)目成本(ben)管(guan)理(li)的(de)經驗,制訂切實(shi)可行的(de)改進(jin)措施(shi)(shi),不(bu)斷提高成本(ben)管(guan)理(li)水平。
以上(shang)是(shi)我在工(gong)程(cheng)(cheng)項目實際管(guan)(guan)(guan)理(li)(li)(li)(li)(li)過(guo)程(cheng)(cheng)中(zhong),認識到(dao)的施(shi)(shi)工(gong)現(xian)(xian)(xian)場管(guan)(guan)(guan)理(li)(li)(li)(li)(li)的幾個主要(yao)方(fang)面,對于(yu)項目現(xian)(xian)(xian)場管(guan)(guan)(guan)理(li)(li)(li)(li)(li),還涉(she)及到(dao)合同管(guan)(guan)(guan)理(li)(li)(li)(li)(li)、風險管(guan)(guan)(guan)理(li)(li)(li)(li)(li)、溝通與信息管(guan)(guan)(guan)理(li)(li)(li)(li)(li)和工(gong)程(cheng)(cheng)項目的索賠(pei)管(guan)(guan)(guan)理(li)(li)(li)(li)(li)等等。總之,工(gong)程(cheng)(cheng)項目現(xian)(xian)(xian)場管(guan)(guan)(guan)理(li)(li)(li)(li)(li)永無(wu)止境,我們每個施(shi)(shi)工(gong)項目的管(guan)(guan)(guan)理(li)(li)(li)(li)(li)者(zhe),須不斷學(xue)習、不斷努力、刻苦探索、提高管(guan)(guan)(guan)理(li)(li)(li)(li)(li)能力,使自己的管(guan)(guan)(guan)理(li)(li)(li)(li)(li)水平更上(shang)一(yi)個臺階。
