施工現場(chang)安全(quan)生產管理問(wen)題的思考

摘(zhai)要:隨(sui)著高(gao)層、超高(gao)層建筑不(bu)斷(duan)增(zeng)加(jia),施工(gong)質(zhi)量、安(an)(an)全各(ge)方(fang)責任主(zhu)體(ti)(ti)的(de)責任意識進一(yi)步提高(gao),質(zhi)量安(an)(an)全態(tai)勢整(zheng)體(ti)(ti)平穩(wen);但是(shi),在建筑施工(gong)方(fang)面還存在一(yi)定的(de)問題,不(bu)得不(bu)引起我們的(de)重視,特別是(shi)安(an)(an)全生產形(xing)勢依然(ran)十分(fen)嚴(yan)峻。對此,我認為(wei)要(yao)做好(hao)四(si)點(dian):一、加強安(an)全生產管理機構建設,落(luo)實(shi)責任,從根本上改善施工(gong)現(xian)場(chang)安(an)全生產(chan)管(guan)理(li)工(gong)作的被動局面;二、施工(gong)現(xian)場(chang)安(an)全管(guan)理(li)中,專職安(an)全生產(chan)管(guan)理(li)人員(yuan)(yuan)尤為重(zhong)要(yao),要(yao)做(zuo)“諸(zhu)葛(ge)亮式”安(an)全員(yuan)(yuan),配(pei)備(bei)足額的專職安(an)全生產(chan)管(guan)理(li)人員(yuan)(yuan);三、經常開(kai)展三級安(an)全教(jiao)育,下大力氣辦(ban)好(hao)民工(gong)學校,通過教(jiao)育,提高工(gong)程建設(she)參與者的安(an)全意識和整體(ti)素(su)質;四、建立健全項目安(an)全生產(chan)應急(ji)預案。

 

國家《建(jian)(jian)(jian)筑(zhu)法(fa)》、《建(jian)(jian)(jian)筑(zhu)安全(quan)生(sheng)產管理(li)條理(li)》等法(fa)律(lv)、法(fa)規(gui)的(de)(de)相繼(ji)頒發實(shi)施(shi),從法(fa)律(lv)的(de)(de)層(ceng)面上規(gui)范和約(yue)束了建(jian)(jian)(jian)設(she)(she)工(gong)程安全(quan)生(sheng)產的(de)(de)行為。改革開(kai)放以來,我國社會和經(jing)濟建(jian)(jian)(jian)設(she)(she)持續和諧(xie)發展,建(jian)(jian)(jian)筑(zhu)業也有了長足發展,各地建(jian)(jian)(jian)設(she)(she)速度日新月異,高(gao)(gao)層(ceng)、超高(gao)(gao)層(ceng)建(jian)(jian)(jian)筑(zhu)不(bu)(bu)斷增加,施(shi)工(gong)質量、安全(quan)各方責任主體的(de)(de)責任意識進一步提高(gao)(gao),質量安全(quan)態(tai)勢整體平穩,但是,在建(jian)(jian)(jian)筑(zhu)工(gong)程施(shi)工(gong)方面還存在一定的(de)(de)問題,不(bu)(bu)得不(bu)(bu)引起我們的(de)(de)重(zhong)(zhong)視。特別(bie)是安全(quan)生(sheng)產形勢依然(ran)十(shi)分嚴峻,重(zhong)(zhong)大(da)安全(quan)事故時有發生(sheng),如2009年(nian)121日(ri)下午西安市某工地發生塔吊斷(duan)臂事故,造成一死八(ba)傷;同月(yue)4日(ri)下午廣東東莞某工地又一次(ci)發生(sheng)塔吊整體墜落事故(gu),造成三(san)死五傷的重大生(sheng)產安全事故(gu)等。

施工安(an)全(quan)(quan)(quan)(quan)(quan)事(shi)故的發生,暴露出安(an)全(quan)(quan)(quan)(quan)(quan)生產方面諸多(duo)不容忽視(shi)的問(wen)題:“安(an)全(quan)(quan)(quan)(quan)(quan)第一(yi),預防為(wei)主,綜(zong)合(he)治理(li)”的安(an)全(quan)(quan)(quan)(quan)(quan)生產觀念意(yi)識(shi)淡(dan)薄(bo);安(an)全(quan)(quan)(quan)(quan)(quan)生產法(fa)津、法(fa)規貫徹(che)執行力度不夠,人責到(dao)位未真正落實,措施未到(dao)位;在市場競(jing)爭激烈的情況下(xia),安(an)全(quan)(quan)(quan)(quan)(quan)管理(li)制度執行不嚴(yan),管理(li)粗放,一(yi)線操作(zuo)人員安(an)全(quan)(quan)(quan)(quan)(quan)知(zhi)識(shi)、安(an)全(quan)(quan)(quan)(quan)(quan)意(yi)識(shi)和防護技能較差(cha)。結合(he)我們質量、安(an)全(quan)(quan)(quan)(quan)(quan)生產隱患(huan)排查(cha)活(huo)動,結果大體相同。

下面(mian)(mian)就建筑工程施工現場安全生產管理方(fang)面(mian)(mian)所涉及到的(de)幾個(ge)問題,粗淺地談一下個(ge)人的(de)看法:

一、按《建筑法(fa)》的(de)有(you)關規定,項(xiang)(xiang)目(mu)經(jing)理受法(fa)定代表人(ren)的(de)委托,對(dui)建筑工(gong)程(cheng)施(shi)(shi)工(gong)現(xian)(xian)場(chang)(chang)安(an)全負(fu)責(ze)。當前部分(fen)項(xiang)(xiang)目(mu)經(jing)理,在建工(gong)程(cheng)點多、面廣(guang)、戰線長,不(bu)能(neng)完(wan)全親臨現(xian)(xian)場(chang)(chang)主持工(gong)作,就出現(xian)(xian)了項(xiang)(xiang)目(mu)副經(jing)理(或項(xiang)(xiang)目(mu)執行(xing)經(jing)理)主持施(shi)(shi)工(gong)現(xian)(xian)場(chang)(chang)工(gong)作的(de)實際局面。這些項(xiang)(xiang)目(mu)副經(jing)理(或項(xiang)(xiang)目(mu)執行(xing)經(jing)理)具(ju)有(you)豐富的(de)工(gong)程(cheng)施(shi)(shi)工(gong)實戰經(jing)驗和管理技能(neng),但大部分(fen)都不(bu)具(ju)有(you)相應(ying)的(de)建筑施(shi)(shi)工(gong)企業項(xiang)(xiang)目(mu)負(fu)責(ze)人(ren)安(an)全生產(chan)考核合格證(即三類人(ren)員安(an)全生產(chan)B證),未進(jin)行專(zhuan)業(ye)、系統的(de)安(an)全(quan)生產(chan)(chan)(chan)知(zhi)識(shi)(shi)培訓(xun)、學(xue)習和考(kao)核。在工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)中,往(wang)往(wang)只(zhi)強調(diao)工(gong)(gong)(gong)(gong)程施(shi)工(gong)(gong)(gong)(gong)進(jin)度、質量,對(dui)安(an)全(quan)生產(chan)(chan)(chan)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)思(si)想認識(shi)(shi)不(bu)到(dao)位(wei)、觀念淡薄、貫徹執(zhi)行各項(xiang)安(an)全(quan)生產(chan)(chan)(chan)制度力度不(bu)夠、管理(li)粗放、安(an)全(quan)責任(ren)不(bu)落實(shi)、對(dui)專(zhuan)職安(an)全(quan)生產(chan)(chan)(chan)管理(li)人員工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)支持力度不(bu)足,認為“安(an)全(quan)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)”那是安(an)全(quan)員的(de)事情。針對(dui)上述存在問題,應加以改(gai)善,爭(zheng)取(qu)做到(dao)項(xiang)目(mu)(mu)經(jing)理(li)人到(dao)場(chang),親臨主政,盡職盡責,協(xie)調(diao)好各方面(mian)的(de)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo),全(quan)力抓好施(shi)工(gong)(gong)(gong)(gong)項(xiang)目(mu)(mu)安(an)全(quan)生產(chan)(chan)(chan)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo);若(ruo)不(bu)能完全(quan)實(shi)現(xian)(xian)時(shi),在項(xiang)目(mu)(mu)副(fu)經(jing)理(li)(或項(xiang)目(mu)(mu)執(zhi)行經(jing)理(li))選聘時(shi),應對(dui)其在安(an)全(quan)生產(chan)(chan)(chan)、施(shi)工(gong)(gong)(gong)(gong)管理(li)、質量、進(jin)度及(ji)成本控(kong)制等方面(mian),進(jin)行全(quan)面(mian)量化考(kao)核,擇優錄用,從根本上改(gai)善施(shi)工(gong)(gong)(gong)(gong)現(xian)(xian)場(chang)安(an)全(quan)生產(chan)(chan)(chan)管理(li)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)被動局(ju)面(mian)。

二、施(shi)工現(xian)(xian)場的安(an)全(quan)(quan)管(guan)(guan)理(li)(li)(li),大致上(shang)可分(fen)為四大類:①安(an)全(quan)(quan)組織管(guan)(guan)理(li)(li)(li),包(bao)含機構(gou)、制度、資料;②施(shi)工現(xian)(xian)場和設施(shi)管(guan)(guan)理(li)(li)(li);③行為控制;④安(an)全(quan)(quan)技術管(guan)(guan)理(li)(li)(li);其中(zhong)控制人的不(bu)安(an)全(quan)(quan)行為和物或(huo)環境系統的不(bu)安(an)全(quan)(quan)狀(zhuang)態是(shi)施(shi)工現(xian)(xian)場安(an)全(quan)(quan)管(guan)(guan)理(li)(li)(li)工作(zuo)的重點(dian),也(ye)是(shi)預防或(huo)避免由于(yu)自身(shen)行為失誤(wu)或(huo)受到危險狀(zhuang)態的威脅和傷害,而(er)進(jin)行的具體(ti)管(guan)(guan)理(li)(li)(li)與控制。

做好安(an)全(quan)(quan)(quan)生(sheng)產(chan)監督管理工(gong)作(zuo),是企(qi)業(ye)“保(bao)增長、保(bao)民生(sheng)、保(bao)穩定(ding)”的(de)(de)基礎(chu)。在施工(gong)現(xian)場安(an)全(quan)(quan)(quan)管理工(gong)作(zuo)中,專(zhuan)職安(an)全(quan)(quan)(quan)生(sheng)產(chan)管理人員(yuan)尤為重(zhong)要(yao)。專(zhuan)職安(an)全(quan)(quan)(quan)生(sheng)產(chan)管理人員(yuan),首先,要(yao)接受專(zhuan)業(ye)培訓考(kao)核(he)(he),獲取安(an)全(quan)(quan)(quan)生(sheng)產(chan)考(kao)核(he)(he)合格證書(即三(san)(san)類人員(yuan)安(an)全(quan)(quan)(quan)生(sheng)產(chan)C證);其次,要(yao)愛崗敬業(ye),加強自身建(jian)設,不斷提高技術(shu)素質;第(di)三(san)(san),工(gong)作(zuo)過(guo)程中,要(yao)做“諸葛(ge)亮式”(事前(qian)型)安(an)全(quan)(quan)(quan)員(yuan),對(dui)施工(gong)過(guo)程中可能會(hui)出現(xian)的(de)(de)安(an)全(quan)(quan)(quan)隱患,危(wei)險源及危(wei)險因素,了如指掌,重(zhong)點防控,杜絕(jue)各類安(an)全(quan)(quan)(quan)事故的(de)(de)發生(sheng);第(di)四,項(xiang)目(mu)部應按建(jian)設部200891號通知要(yao)求,配備足額的專職安全生(sheng)產(chan)管(guan)理人員;(按建筑面積)10000㎡以下不少于1人,10000㎡—50000㎡不少(shao)于2人,50000㎡以上不少于3人(ren),且按專業配備。

三(san)、經常(chang)性地(di)開展三(san)級(ji)安全(quan)教(jiao)育(yu),下大力氣辦好民工學校(xiao)。通(tong)過這個陣地(di)教(jiao)育(yu),提(ti)高工程建設參與者(zhe)的(de)(de)安全(quan)意(yi)識和(he)(he)整(zheng)體(ti)素質,形成(cheng)行為(wei)控制和(he)(he)自(zi)我保護能力,做到不(bu)(bu)傷(shang)害自(zi)己和(he)(he)不(bu)(bu)被(bei)傷(shang)害,特別(bie)是高處墜(zhui)落、坍塌、物體(ti)打擊、起重(zhong)傷(shang)害、機具(ju)傷(shang)害、洞口(kou)臨邊作業等(deng),同時(shi)也不(bu)(bu)違章作業,不(bu)(bu)傷(shang)害別(bie)人,消除(chu)人為(wei)的(de)(de)不(bu)(bu)安全(quan)因(yin)素,從根本上減少施工現場安全(quan)生產的(de)(de)風險(xian)。

四、建立健全(quan)(quan)(quan)(quan)項(xiang)目安(an)(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)應(ying)(ying)(ying)急(ji)(ji)(ji)(ji)預案(an)(an)。依(yi)據《安(an)(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)法》、《建設工程安(an)(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)管理條例(li)》的(de)相關規定,對(dui)施(shi)工現(xian)場易發生(sheng)重大事(shi)故(gu)(gu)的(de)部位(wei)、環節(jie)進行監控,制定施(shi)工現(xian)場生(sheng)產(chan)安(an)(an)全(quan)(quan)(quan)(quan)事(shi)故(gu)(gu)應(ying)(ying)(ying)急(ji)(ji)(ji)(ji)救(jiu)援預案(an)(an),能夠在(zai)發生(sheng)事(shi)故(gu)(gu)前積(ji)極預防,在(zai)發生(sheng)事(shi)故(gu)(gu)時(shi)迅速響應(ying)(ying)(ying)并積(ji)極采取有效的(de)應(ying)(ying)(ying)急(ji)(ji)(ji)(ji)處(chu)置措施(shi),最(zui)大限(xian)度(du)地(di)減少事(shi)故(gu)(gu)傷亡(wang)和事(shi)故(gu)(gu)損失(shi)。應(ying)(ying)(ying)急(ji)(ji)(ji)(ji)預案(an)(an)應(ying)(ying)(ying)包(bao)括:以項(xiang)目經理為領導的(de)項(xiang)目應(ying)(ying)(ying)急(ji)(ji)(ji)(ji)組織體(ti)系(xi)、組織機構;明確(que)各方(fang)責任;危(wei)險性分析及(ji)(ji)應(ying)(ying)(ying)急(ji)(ji)(ji)(ji)點的(de)確(que)定;項(xiang)目施(shi)工現(xian)場應(ying)(ying)(ying)急(ji)(ji)(ji)(ji)處(chu)置方(fang)案(an)(an),處(chu)置措施(shi);成(cheng)立應(ying)(ying)(ying)急(ji)(ji)(ji)(ji)救(jiu)援隊伍;配備應(ying)(ying)(ying)急(ji)(ji)(ji)(ji)物資裝備和信號規定;進行應(ying)(ying)(ying)急(ji)(ji)(ji)(ji)訓練和演(yan)習(xi);緊(jin)急(ji)(ji)(ji)(ji)安(an)(an)全(quan)(quan)(quan)(quan)疏散(san)及(ji)(ji)緊(jin)急(ji)(ji)(ji)(ji)避險;搶(qiang)險搶(qiang)修;醫療救(jiu)護;社會救(jiu)援等。
